No, you can use a mulligan at any time, BUT you must play from the mulligan.  For the sake of argument, say you park your drive, but miss the putt you can take a mulligan and re-putt.  Unfortunately when you took your second putt, the wind picked up and blew your disc into the water.  You would now have to play from the OB disc sitting 3 (shooting 4).
